Not only has incarceration been repeatedly proven ineffective in changing long-term behavior, but jails and prisons nationwide are suffering from severe overcrowding. If offenders could earn credit for time served while confined to their homes and monitored for drinking, they could actively participate in the treatment programs they need and be clear-headed to truly benefit from them.
